Clicking the taskbar icon immediately hands off the session from your phone to your PC so you can resume your chatting or work.
By default, if you’ve connected your phone to Windows using Phone Link, the Resume feature is enabled. That means the cross-device resume works by default for all supported apps. However, if you don’t want to see the resume prompt or need cross-device resume functionality, you can easily disable or turn it off. Before You Start

Turn ON or OFF the Cross-Device Resume Feature (Phone Link)
First, launch the Settings app by pressing the “Windows key + I” shortcut. You can also click the “Settings” icon in the Quick Settings panel. Once the Settings window opens, click the “Bluetooth & devices” tab in the left sidebar, then click the “Mobile devices” option on the main page.
This page shows you the list of mobile devices connected to your computer under the “Mobile devices” section. Click on the device name (not the toggle) for which you want to enable or disable the resume feature.
On this page, scroll down and turn OFF the “Resume” toggle to disable the cross-device resume feature. To enable it, turn ON the toggle.
